Negotiations/Pre-Impasse Mediation/Unions of SFUSD


4.21.21- The State Mediator, Jun Payoyo, confirmed with Lead Negotiator Jolie Wineroth that SFUSD and UASF will meet on May 6 for a virtual pre impasse session from 8:00-5:00 pm.

4.13.21-Jolie filed a request with the State Mediation and Conciliation Services for pre impasse mediation.


Our next negotiation session on our expired Collective Bargaining Agreement (CBA) is April 28, 2021.


4.19.21-Unions of SFUSD Implementation Committee-Joan met with other Union representatives to discuss information gathered from surveys regarding adherence to the Health and Safety Standards MOU, how to follow up on the Request for Information related to adherence to the standards and to prepare for the upcoming Health and Safety Committee meeting with the District. CBA Article 4.9-Find & Scan Your 2020-2021 paid Professional Development Receipt(s) Reimbursement Form for PD will be sent to you soon.

4.9-The district will provide $350 per bargaining unit member each year for Professional

Development aligned to their Leadership Plan. In order to be reimbursed for this

professional development, members shall get written preapproval of the professional

development by their evaluator on a mutually agreed upon form. Members will submit

these pre approvals and receipts to the Union.


The Union will submit a monthly request for reimbursement of all members’ professional

development on one agreed upon form. The Union shall maintain copies of the receipts for three fiscal years and produce them to the District upon request. Requests for reimbursement shall be submitted no later than June 30 of the fiscal year in which the professional development occurred.


UASF Actions from the 4.15.21 General Membership Meeting and 4.9.21 Survey

4.15.21-UASF conducted a general membership meeting. The focus of the meeting was to gather member input to support UASF reaching agreement with the District on the UASF In-person/Hybrid MOU. Members made various suggestions and we are following up on those suggestions based on feasibility and agreement by the UASF Officers.

4.9.21-UASF sent a survey to get member input for next steps due to the standstill of our negotiations. 

1.Solidarity was a big emphasis from members at the meeting and this is the current status of some of the suggestions that have been made:

  • In process-T-Shirts with the UASF logo-We are in the process of pricing and ordering but it may take a few weeks.

2. Speak to the Superintendent regarding the status of our negotiations and the support we need for our members in the MOU

  • 4.15.21 President Satoda spoke with the Superintendent, shared the survey data and reinforced the need for UASF to settle our MOU that addresses the needs of our members. She offered to send him a timeline of negotiations that led to the decision to request a pre-impasse mediator and then Jolie notified the Labor Relations team and did so on 4.16.21.

  • 4.22.21-Meeting with Superintendent and his Leadership Team-The UASF Officers and EDs met with the Superintendent and his Team and emphasized the need for our to have our MOU settled and reinforced the need for substitutes, equitable assignment of CO staff to school sites for support and the importance of nurses/health aides at sites to assist in COVID responsibilities that arise. 

3. Speak to BOE President Gabriela Lopez-

  • 4.16.21-UASF Lead Negotiator Jolie Wineroth spoke with President Lopez and discussed with her that we have not signed an MOU and we were seeking pre-impasse mediation.  In addition she shared the fact that other districts in California gave monetary compensation to their administrators but SFUSD refuses to give monetary compensation.  She also discussed the need for accommodations for UASF administrators to be the same  UESF members.

4. Speak at the BOE Meeting

  • 4.20.21-A big thank you to the UASF Directors Emmanuel Stewart and Luis Rodriguez for stepping up and speaking at the BOE meeting to reinforce we need to reach agreement on our MOU. They both did an excellent job speaking on behalf of our site leaders and the hard work members have been doing during COVID-19. It is very impactful and powerful for the BOE, District and Public to hear directly from our members. Jolie and Joan also spoke and we presented a strong block with four speakers. Reopening of School Sites

Week of 4.19.21- Another successful Wave of 47 schools opened this week. Many school Site Leaders described their opening as “smooth,” “happy,” and “exhausting.” Next week the remaining three ES schools and a County Site and our secondary sites open. The last district determination is which full secondary grade will reopen. At the 4/20 BOE Superintendent Dr. Matthews said they are investigating the feasibility of HS seniors returning in-person. 


UASF Internal Meetings

4.19.21-UASF Officers’ and EDs’ Meeting-The Officers reviewed the suggestions from the survey and the general membership meeting and agreed to proceed with the items listed above. We reviewed the monthly budget, status of the opening of schools, the UASF elections and moving to Pre-Impasse Mediation.

4.21.21-The EDs met to finalize the agenda for meeting with the Superintendent and to organize next steps to implement the action items agreed to at the Officers’ meeting related to solidarity and support for reaching agreement on the UASF MOU.  

4.21.21-Meeting with UASF Admin. Asst. Shelby Tulia-We discussed the ordering of swag including colors, logo and pricing as well as how we will send the swag to our members. We will inform members once everything is confirmed. 


Cohort Meetings

4.21.21-Jolie met with Cohort 5 and UASF Secretary Silvia Cordero.  Many of the members present said days off and accommodations were important to them.  They also want monetary compensation.  There were many questions around the content of the MOU and how as a Union we can make a stronger presence.

Cell Phone Reimbursement for retroactive payment dating back to August 2020 has an April 30th deadline.  After that date you can only be reimbursed for the current month.
