UASF Updates #14 – 2.12.21
Negotiations/Meet and Confer/Caucus
2.10.21-UASF negotiation team met with the District team and UASF presented a proposal for Article 4.9, Professional Development. The District said they would provide a counter offer shortly. We also informed SFUSD that they needed to respond to our Side-Letter for Wave 1 Schools to Open and our Hybrid MOU. We are holding the week of February 22 for further negotiations.
2.10.21-Joan and Jolie met with the Unions of SFUD to strategize ways to get support from the City of SF for vaccines and testing.
2.8.21- Joan and Jolie participated in the weekly meeting with the Unions of SFUSD. The Unions are in agreement that the District should not be blaming UESF for schools not being opened.
Week of 2.8.21 UASF EDs were made aware of emails sent from Karen Sullivan, Executive Director of Facility and Capital Planning to Wave Principals about boxing classroom items including 3-5 classrooms with a short turn-around time, this was addressed with Labor Relations; responses pending.
2.5 thru 2.6.21-Joan and Jolie negotiated with the Unions of SFUSD and the District on baseline health and safety standards. The TA was reached at 11:13 pm on Saturday, February 6! We negotiated 30 hours over that 48 hour period.
2.6.21-TA of the MOU Between SFUSD and SFUSD Unions Regarding Health and Safety Standards
The UASF Ex. Bd. and the UASF negotiating team officially passed this resolution on 2.12.21. This TA will be an addendum to the MOU that we will return to negotiating the week of 2.22.21.
Once the negotiating team and the District have reached a tentative agreement on the UASF MOU, we will be sending it to our members to ratify it.

2.12.21-Letter to Mayor Breed from the SF Labor Council and UESF requesting collaboration between the Mayor’s Office, DPH and SFUSD Administration and Unions of SFUSD to get support for testing of staff and students. The Mayor has already responded to meet on 2.17.21.

Cohort Meetings
2.11.21-Cohort 4 Meeting-Jolie and Treasurer, Patty Harmon, met with several K-8 administrators. Many concerns were raised around the phases expected to open up: will we receive information/support for teachers who refuse to report or are out sick, will there be standardized set of directions for various tasks, will we be notified of inspection schedules and maintenance schedules where people come on our campus, will we be expected to serve breakfast, how many isolation rooms will we need, will we have to prepare for grades 3-5 to open for in-person, do we really have an opening date to name a few.
2.6.21-MS Principals Meeting-Joan, and Directors Michael Essien and Michael Stachon met with several MS Principals to review the Highlights of the Tentative Agreement Regarding Health and Safety Standards.
Meetings with the District
2.8.21-HR and Labor Monthly Meeting-Jolie, Debra and Joan met with the HR and Labor team and discussed UASF concerns with EMPower, the initial date for May or May-Not-Renew notification, February 18, 2021. (Members should be notified by their supervisor prior to this date and should reach out to their UASF representative for guidance.) The final date for Will- Not-Renew is April 22. Still to be answered is when will UASF be notified about central office budget cuts, and what are the plans for adequate substitute coverage once we open for in-person instruction.
Internal Meetings
2.11.21-Budget Committee Debra, Joan, Shelby (Admin. Asst.), Treasurer Patty Harmon, Director Ellen Wong and Emeritus Cheryl Lee met to discuss the UASF budget and ensure that we are on target for the remainder of the year.
2.11.21-Website Design-Caroline, Shelby, Jolie and Joan met with the UASF web designers to review updates and we hope to have the new website finalized in March.
2.8.21-2.11.21-The EDs and Caroline connected daily to keep abreast of decisions and actions.
Communication with Board of Education Members
2.8.21-Commissioner Alexander reached out to Caroline to elicit members’ feedback to the testing resolution he and Commissioner Sanchez presented at the 2.9.21 BOE meeting. Executive Board members and site administrators are reviewing the resolution and providing feedback. It’s a unique opportunity for members to provide feedback to the resolution before it is approved and to speak in support of the resolution at BOE meetings.
